His professional career began in the United States in 2006 as a Research and Development Engineer at Intel. During his tenure at Intel, he developed 61 patents and published 23 academic papers in peer-reviewed journals. He led and contributed to numerous international projects and was recognized in 2013 as one of the top ten engineers at Intel in terms of patent output and innovation awards.

Upon returning to Türkiye in 2014, he was appointed as Chief Advisor to the Prime Minister and, in the same year, took on the role of Head of Information Technologies at the Presidency. Concurrently, he led the establishment of the Presidential State Information Coordination Center (DBKM), which coordinates information flow from all ministries and security institutions. On September 12, 2018, he was appointed President of the Presidential Digital Transformation Office.

In addition to his presidential duties, Dr. Koç served on the Board of Directors of TÜRKSAT Satellite Communication and Cable TV Operations Inc.

Since October 2023, Dr. Koç has been serving as the CEO of Turkcell. He is also the Chairman of the Board of the Mobile Telecommunications Operators Association (m-TOD) and a board member of several major organizations, including the GSM Association (GSMA), Türkiye’s Automobile Initiative Group (TOGG), and Silk Road Clean Energy Storage Technologies (Siro).

He is currently a member of the Board of Directors at ULAK Communications Inc.
