At Mobile World Congress (MWC) in Barcelona—where the giants of the telecommunications industry gather—Turkcell and ULAK Communications have signed a strategic protocol to advance the development of next-generation national and domestic technologies.

The signing ceremony, attended by the Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, marks a significant step toward deploying ULAK’s 4.5G and 5G-enabled next-generation base stations across Turkcell’s 3,250 sites throughout Türkiye.

Highlighting the importance of this collaboration for Türkiye’s leadership in next-generation communication technologies and 5G, Turkcell CEO Ali Taha Koç, Ph.D., stated, “We firmly believe that the technologies developed by Turkish engineers in this field will be globally competitive.”

ULAK Communications General Manager R. Ruşen Kömürcü, Ph.D., expressed his gratitude, saying, “From the very beginning of this journey, Turkcell has believed in ULAK Communications, both today and for the future, and I sincerely thank them for their support.”

A Strategic Partnership for Türkiye’s Next-Generation Communication Technologies

As Türkiye’s leading technology company, Turkcell, and the national and domestic base station provider ULAK Communications, have signed a strategic cooperation agreement at MWC 2025 in Barcelona, Spain—one of the industry’s most influential events. Under this agreement, effective from this year, ULAK’s 4.5G and 5G-supported next-generation base stations will be deployed across 3,250 Turkcell sites nationwide, significantly expanding Türkiye’s national communication infrastructure.

The agreement aims to modernize all active Turkcell ULAK 4.5G sites with next-generation products while also rolling out 3,250 new-generation ULAK base stations across various regions in Türkiye. The new-generation solutions developed by ULAK Communications will support the Open Radio Access Network (Open RAN) architecture. By integrating ULAK’s Open RAN products, Turkcell plans to build a more efficient and future-proof 5G network, offering high-speed, low-latency advantages to a broader audience.

A Major Step for Türkiye’s Leadership in 5G

Turkcell CEO Ali Taha Koç, Ph.D., emphasized that this agreement is a crucial step in ensuring Türkiye’s leadership in next-generation communication technologies and 5G, stating:

“Our goal is to contribute to Türkiye’s journey toward becoming a technology-producing nation with our 30 years of experience and intellectual capital. We view 5G and all high-tech production efforts through this lens. We aim not only to be consumers of advanced technologies but also to become global leaders with the national and domestic solutions we develop in these fields. In this regard, Turkcell has been working with ULAK for over a decade, mobilizing both our R&D teams and all available resources in the field. We are pleased to see how far we have come together, and we firmly believe that the technologies developed by Turkish engineers will be globally competitive.”

Aiming to Become Türkiye’s Leading Brand in 5G and Beyond

ULAK Communications General Manager R. Ruşen Kömürcü, Ph.D., also shared his views on the agreement, stating:

“The transformation of R&D efforts into real-world products, driven by investments and dedication, is an invaluable achievement for our country. From the very beginning, Turkcell has believed in ULAK Communications, both today and for the future, and I sincerely thank them for their trust and support. We are fully aware of the responsibility we carry and the confidence placed in us. ULAK Communications is determined, experienced, and ready to fulfill its mission of becoming Türkiye’s leading brand in 5G and beyond. Together with all our stakeholders, we will continue working tirelessly to integrate our next-generation national communication products into end-to-end communication and IT networks.”
